The tactic is very straightforward: a suicide bomber targets a predetermined location, detonates themselves, and draws first responders, law enforcement, and emergency personnel to the scene. Once these high-value targets are centralized, the Fedayeen attackers execute their prepared assault, much like an ambush but on a much larger scale with a much greater advantage. The whole purpose of the suicide bomber is simply to serve as bait, bringing a concentrated group of high-value targets to one centralized area. Once they are gathered, the Fedayeen attackers perpetrate their strike.
