PRESS RELEASE: Butler County, PA, Self-Described Follower of Islam Charged with Receiving a Firearm and Ammunition With Intent to Commit Terrorism on Behalf of ISIS and Cause a Mass-Casualty Event Targeting Nonbelievers

Federal authorities charged Jonathan Hunter Kramer, 21, of Valencia, Pennsylvania, with receiving a firearm and ammunition while allegedly knowing they would be used to commit a felony or federal terrorism offense in support of ISIS.
According to the criminal complaint, Kramer, who described himself as “a devout follower of Islam” and had previously been adjudicated delinquent as a minor for involvement in a mass-casualty plot and possession of child sexual abuse material, had allegedly resumed extremist activity under the online name “Hamza Al Rashid,” claimed affiliation with ISIS, shared explosives manuals and discussed preparing for a “mission.” In a document allegedly created by Kramer for members of the Islamic State, he detailed “methods of violence” to use against nonbelievers of Islam and identified “nightclubs, theaters, concerts, apartment buildings, hotels and schools” as potential targets.
FBI agents arrested Kramer at a Cranberry Township hotel after observing him acquire a semiautomatic rifle and purchase ammunition and magazines. Searches reportedly recovered the rifle, five magazines, approximately 190 rounds of ammunition, a scope, bipod, entrenchment tool, pepper spray, prayer rug, approximately 30 knives and a handwritten note. Prosecutors allege Kramer was making final preparations to “carry out a mass-casualty attack” and have requested that he be held without bond. A criminal complaint is only an accusation, and Kramer is presumed innocent unless proven guilty.
